Kuo promises to continue to respect the system in NTCH
Kuo Wei-fan, former Minister of Education, took the oath as the new chairperson for the National Theatre and Concert Hall yesterday.
Kuo said he considered himself "a stable reformer" when he served as Minister of Education from 1993 to 1996. Before that, he was the minister of the Council for Cultural Affairs from 1988 to 1993. He was Taiwan's representative to France between 1997 and 2000, and to Holland from 1996 to 1997.
In his new position, he promised to respect the system and continue to build public confidence in NTCH as an administrative corporation-institution.
"It's a heavy responsibility," he said during a ceremony held at the National Concert Hall yesterday morning. "I used to be just one of the audience, now it's my time to perform."
The new NTCH chairperson said he would keep pushing for more international exchanges and encourage more local people to appreciate the arts.
As an administrative corporation-institution, NTCH is a kind of public-private corporation hybrid that combines the organizational features of a public and private entity. It is accountable to the government, the source of its finances, even though it enjoys a high degree of autonomy and self-governance.
The NTCH was officially modified as an administrative corporation-institution in 2004. Its chairperson and board of directors are appointed by the country's premier. Chairpersons usually have a term of three years and the right to nominate the artistic director, but final appointment depends on votes by the board.
Kuo said that he had not yet decided on the artistic director, a matter he would like to first discuss with the board.
